Impact of the CCA on recorded involuntary care4723. To what extent were the weekly counts of recordings of involuntary care impacted after the CCA was fully implemented on 31 December 2020? It was expected that the introduction of the CCA would initially be associated with an increase in weekly counts of involuntary care recordings as direct care staff and other involved professionals become more aware of the new guidelines for registration of involuntary care under this Act (Schippers et al., 2018). A gradual decrease was expected throughout the year 2020, because restrictive measures to which clients agreed were previously recorded under the old Special Admission Act but no longer under the new CCA. This decrease was expected to come to a halt at the start of the COVID-19 lockdown measures. The CCA was fully implemented on 31 December 2020. Potential decreases in recordings of involuntary care throughout 2021 may then point to an actual reduction of involuntary care in line with the main aim of the CCA.Methods Study designAn interrupted time series design was used. The data consisted of weekly counts of recordings of restrictive measures (before 2020) and involuntary care (since 2020) from the period 1 January 2017 to 31 December 2021. Three impact moments were examined, corresponding to the three research questions: 1) the date on which the CCA came into effect, on 1 January 2020 (week 1 of 2020); 2) the COVID-19 lockdown measures starting on 16 March 2020 (week 11 of 2020); 3) the start of the period after which the CCA was fully implemented, on 1 January 2021 (week 1 of 2021).SettingWeekly counts of recordings of involuntary care (metadata) were used from the Client Data Bank of %u2018s Heeren Loo, a large care organisation for people with intellectual disabilities in the Netherlands. The Data Bank includes anonymised care data of more than 17,000 clients of all ages with mild to severe intellectual disabilities and additional physical, psychiatric
