  Requires real changes in the environment instead of in the perceptions of the environment. Requires the identification of barriers and enablers and the power for making the appropriate changes. Facilitating conditions on one environmental level are usually dealt with by intervening on a higher environmental level.
 The vaccination should be provided to HCWs at a location and on a time that facilitates their acceptance and makes it unnecessary for them to change their daily routine. Furthermore, the vaccination should be costless.
