Chapter 7180Concerning the CCA, two impact moments were examined: the date on which the CCA came into effect (1 January 2020) and the date on which the CCA had to be fully adhered to one year later (1 January 2021). Because during this period the Covid-19 pandemic started, with lockdown measures imposed by the Dutch government for all people in the Netherlands and even more strict measures in intellectual disability care organisations to safeguard vulnerable clients, a third impact moment was examined for the start of these lockdown measures on 16 March 2020.Results showed that care professionals already prepared for the new CCA before January 2020, as weekly counts of involuntary care recordings began to drop during the year 2019. This continued into the first six months of 2020, followed by a temporary rise in recordings in the second half of 2020. The decrease resumed its course in 2021 after full alignment with the CCA. The COVID-19 lockdown measures did not significantly impact the number of weekly recorded involuntary care. These findings demonstrate that even under difficult circumstances, the new CCA was incorporated successfully in a large care organisation for people with intellectual disabilities and challenging behaviour. Shining light into the %u201cblack box%u201d of implementation processes in intellectual disability care (Chapter 3 and 4)Care organisations for people with intellectual disabilities in the Netherlands operate within complex organisational contexts (Plsek & Greenhalgh, 2001) in which care professionals seek consistency and predictability for clients with challenging behaviour (Tournier et al., 2020). The motivation and ability of care professionals to change their work routines and align their interactions and behaviour with new methods play an important role in the outcomes of implementation processes (Nilsen et al., 2012; Proctor et al., 2011; Proctor et al., 2023). The extent to which care professionals are up to the task of implementing innovations might depend on the hindering or facilitating implementation determinants within these contexts (Damschroder et al., 2009; Damschroder et al., 2022; Fleuren et al., 2004).
